We are a dynamic community-based health centre promoting social justice and health equity in the Regent Park neighbourhood and Downtown East area of Toronto. We operate out of several locations and provide a wide variety of services including: primary health care, chiropody, physiotherapy, health promotion, social work, community health, immigrant and refugee services, harm reduction and homeless programs, Pathways to Education, infant and child development programs, parenting programs, youth outreach and employment services. Job Summary

The Job Development Counsellor is responsible for the collaborative implementation of the Jobs for Youth (Jobs4U) employment program aimed at addressing youth underemployment and unemployment among young people 15 – 30 years of age, living in Regent Park, Moss Park and the Downtown East facing barriers to employment. The Job Development Counsellor will create a pipeline of job opportunities, evaluate client performance, and provide coaching and other supports for participants.

Hours of work for the position include both regular and extended hours of operation, including weekends. There may be a requirement to work outside of regular hours from time to time, in locations identified by the Centre.

This is a Three Year Contract, Full Time – 35 hours per week

This is a bargaining unit position with OPSEU Local 5115.

Salary

$26.22 to $31.59 per hour plus benefits and HOOPP pension

Responsibilities Include

Programming

  • Support the intake of prospective clients and assess overall fit with the program
  • Work with the team to develop training/workshop schedules on a weekly and quarterly basis in order to meet organizational and funder targets
  • Create, deliver, and evaluate workshops such as: career exploration and goal setting; job search and application process; resume and cover letter preparation; job interview prep and conduct; on the job performance; technology and computer skills

Partnership and Career Placement Development

  • Responsible for the creation of a pipeline of job opportunities
  • Seeks out partnership opportunities and career placements with prospective employers in sectors relating to the marketplace demands and experience of registered clients
  • Works directly with employers to identify opportunities for on-the-job training and work experience to build skills and place clients in employment
  • Organize job fairs, informational interviews, networking events, and sector-specific recruitment fairs for participants
  • Assist in development of ongoing job opportunities/placements for the program participants in order to meet periodic targets

Caseloads and Wraparound Supports

  • Provide 1-1 wraparound and coaching supports
  • Serve as case manager to a group of clients and provide support for the youth clients related to their program experience from in-take to obtaining employment with the program
  • Consult individually with clients to determine the stream and duration of the program required for the client, and make modifications as necessary over the course of their participation with the program
  • Set up individual and group consultation meetings with clients in order to identify barriers, challenges, gaps or issues that would limit their ability to successfully complete the program
  • Provide systems navigation and/or referrals to other RPCHC services or community-based agencies

Outreach, Digital Media, and Special Projects

  • Help to coordinate and conduct promotional events to raise awareness of the Jobs4U program and other RPCHC/Child and Youth programming
  • Support the creation of outreach material, such as flyers/brochures, update website, maintain social media presence – including job portal and/or LinkedIn job pages

Qualifications and Skills Required

  • Degree or diploma in Employment or Career Counselling, Education, Business Development, or equivalent
  • 3-5 Years of work experience in the non-profit employment service sector, preferably with youth-serving agencies
  • Experience with job recruitment, job development, job retention, and intervention strategies to support clients’ employment success in the short to long term horizon
  • Experience with program design and facilitation, including public speaking skills to train participants in a series of employment-related workshops
  • Competencies with digital platforms, social media, and presentation platforms – both in person and virtual – are required in this role
  • Excellent oral and written English skills; fluency in another language is an asset
  • Familiarity and commitment to Anti-Oppressive, Anti-Discriminatory, and Harm Reduction frameworks
  • Knowledge of Regent Park area and issues affecting families living within Regent Park and Moss Park areas
  • Must have up to date COVID-19 vaccination for the protection of clients and staff
